On November 21, 2005, the National Council of Resistance of Iran (NCRI) publicly revealed details of an underground facility allegedly associated with Iran's development of nuclear-capable ballistic missiles. The NCRI reported that the facility, located at the base of Kuh-e Barjamali (Bar Jamali Mountain) southeast of Tehran, was being built with North Korean assistance under the auspices of the Shahid Hemat Industrial Group (SHIG), a subsidiary of Iran's Aerospace Industries Organization. SHIG is believed to be responsible for the development of Iran's liquid-fuelled ballistic missile programs, including the Shahab-3, which is based on North Korea's No-Dong missile.
According to GlobalSecurity.org, in 1997 an American spy satellite reportedly spotted the signature of a test of a liquid-fuelled missile engine bolted onto a test stand at the Kuh-e Barjamali facility, apparently conducted with the help of Russian specialists.
